Savage 21 not shifting

I picked up a used Savage21 off a buddy that never ran much. The truck is in near perfect condition. I have tuned and tuned thinking thats why it wont shift. But i have done everything I can think of. I have even adjusted the tranny to shift earlier and still dont shift. I'm afraid of blowing the engine over revving it, trying to get it to shift.

How is it when it takes off? If it's weird at takeoff too it might be related to the clutch?

Also, is the engine revving enough to engage the 2nd?

takes off very strong...pulls front wheels and will rev very high to the point you would think it might blow.
