Building a frame or building out an existing one?

My brother and I each had one as kids and can still remember wearing down the yard into an oval that resembled a racetrack. Our parents would just say "guess we don't need to mow the lawn this week."

That pipe is the same as the stuff we use for mobile home steps. If you could come to the shop we could crank out a ton of those

Update. Got new parts for it! Went to harbor Freight as it is my birthday on the 29th of this month. Got the Predator 212cc engine on sale for $109.99 instead of like $150 and some wheels and tires with removable hubs. I’ll get some photos in a couple of hours (who knows maybe days lol) as I am currently at a birthday party.
