is there a difference in performance between a 38 tooth and a 40 tooth spur gear

More teeth= more low end power, less top speed. Fewer teeth= less bottom end, more top speed. The oppisite applies with pinions or clutchbells.

That's impossible to answer. Can't see how the truck performs from my house.

You probably wouldn't notice a difference.
