Mad No low end!

I am running a hot bodies lightening with the stock motor and have no low end, from mid throttle and up it works great. I have leaned out the low needle to 2.5 turns which is the lowest recommended. The top needle is at about 2.7 turns. When I check the plug it looks oily like it's still running rich. Any suggestions are appreciated.
