i think for under 400 the best buggy would be the standard XTM x-terminator, which is 349$ at hobbypeople. i have the deluxe version, which is about 100$ more but basicaly is the same buggy as the standard jsut has nicer looking parts on it, and a different radio. the stock motor that comes with hit has a LOT of power forthe price (although may be considerd an outlaw motor at your track if you plan to race), and the x-terminators chassis/suspension/drivetrain is very tough, although id do a search for the back gearbox/wingmount brace before you decide on it.
