After you check those things ^ try opening your throttle slightly when trying to start it, a little extra throttle can make a world of difference especially if the needles are a little rich.

Your adjusting the wrong needle as the HSN has no effect on the idle or low rpm tuning. Richen up the LSN which is on the side of the carb where the linkage hooks up and the temps should come down.
Ofna was the distributor for the picco engines but they didn't make them, picco has their own factory in Italy. The picco is twice the engine the Force or F4.6 is but the force engine is pretty decent for an rtr engine.
How big is your idle gap? I would set it to .5mm and re-tune, a big idle gap will often cause some of the problems your having. Also what fuel and % nitro/oil are you running and what plug?
